Adequate quality assurance can be obtained on most contract items by inspection at predetermined
stages of completion of the various work activities. Generally, the stages are identified as the point at which contractors can proceed no further without eliminating the opportunity for the inspector to verify that the construction is in conformance with the contract, plans, standards and specifications, or to document a quantity for payment.
